Business Under NAPS ( National Apprenticeship Promotion Scheme)
By the Act of the Government of India(GOI), it is mandatory that organizations operating in industrial working sectors comprising at least 30 contractual and regular manpower appoint a minimum of 2.5% to 15% apprentices and put a fixed 5% number as per the total, especially considering that he or she holds certificate proof that demonstrates possession of fresh skills, too. To establish NAPS, an employer has several mandatories in their business set-up.
- An employer shall engage apprentices in a band of 2.5% to 10% of the total strength of the establishment.
- Registration with EPFO/ESIC/LIN/ UDYOGAADHAR shall be required by the employer.
- TIN shall be held by the employer.
- An appointment on the apprenticeship portal shall be made by the employer.
- An aadhaar-linked bank account shall be available to the employer.
A Brief on NAPS Training
NAPS by the government of India (GOI) was introduced for on-the-job and practical training to improve skilled employment in the country. Basic training is provided to people who have never received any prior training. The government shares the cost of basic training up to Rs 7,500 with the employer.
On-the-job training includes training for improving practical job skills in the industry, to perform the task properly. This training can last from 6 months to 36 months. You don’t have to invest additional cost for getting trained in NAPS.
- Designated Trades (DT): Designated Trade means trade or occupation or any subject in engineering or non-engineering or technology or any vocational course which the Central Government, after consultation (CAC) Central Apprenticeship CouncilThe duration of apprenticeship training in DT in industrial training will be 1 year for pass-out candidates. 2 years will be the duration of apprenticeship training in DT for fresher / non-ITI pass-out candidates.
- Optional Trades (OT): a trader or occupation in engineering or non-engineering or technology or any vocational course determined by the employees. 6 months, 9 months, and 12 months is the duration of apprenticeship training for OT, duration can exceed 1 year, subject to approval from MSDE.

Key Features
- Stipend Support:- Partial stipend support by GoI under NAPS-2 will be limited to 25% of the stipend paid, up to a maximum of Rs.1,500 per month, per apprentice during the training period through DBT to the apprentices‟ bank account.
- Fund Flow Mechanism:- Establishments pay at least 75% of the stipend to apprentices and GoI pays 25% of the stipend, up to a maximum of Rs 1,500 per month per apprentice. Partial stipend support by GoI will be transferred directly to the bank account through DBT via PFMS.
- Minimum Rate of Stipend Payable to Apprentices per Month:- As per Rule 11 of the Apprenticeship Rules, 1992 and Amendments (up to 2019), the minimum rate of stipend payable to apprentices per month is given as below:
a) School pass-outs (Class 5th -Class 9th) – Rs.5,000
b) School pass-outs (class 10th) – Rs.6,000
c) School pass-outs (class 12th) – Rs.7,000
d) National or State Certificate holder – Rs.7,000
d)Technician (vocational) apprentice or Vocational Certificate holder or Sandwich Course (Students from Diploma Institutions) – Rs.7,000
Eligibility Criteria Under the National Apprenticeship Promotion Scheme (NAPS)
1) Eligibility For Employers
- Employers should engage apprentices in a band of 2.5% to 10% of the establishment.
- Must be registered with EPFO/ESIC/LIN/ UDYOGAADHAR
- You must have a TIN
- Register yourself on the apprenticeship portal
- You should have aadhar as a linked bank account
2) Eligibility For Apprentice
- Trainees should be passed out ITI courses
- Under dual-learning mode from ITIs
- You should have completed PMKVY/MES courses
- Trainee must be 14 years or older
- The apprentice has to register on the portal
- You must have an aadhar number
- The maximum age shall be 35 years.
- The apprentices may be up to 20% of the target in a year.
3) Eligibility For Basic Training Providers
- Government or Private ITI automatically gets selected as a BTP. They have spare seats for basic training.
- Apply through the portal for National Apprenticeship Promotion Scheme registration.
- RDAT will review the application of BTP
- Selection and offer to BTP online by RDAT.

Current Status of the National Apprenticeship Promotion Scheme (NAPS)
The Apprentices Act, of 1961, is minuscule as compared to the total number of establishments in the country. Out of these, 36,000 apprentices are in Central Public Sector Undertakings/Central Government, and 1.94 lakh apprentices are in State Public Sector Undertaking/State Government Departments and Private Sector.
